The Congressional Black Caucus is a racist organization. Is this a surprise? No. The name itself indicates that it is based on skin color. Here's another racist organization, the National Association for the Advancement of Colored People. How do I know it's racist? It's in the title. So you and me, Joe Citizen, cannot form organizations and base decisions on skin color but out elected officials that enforce these laws can. So much for ethics enforcement.
